Transfer policy: Govt to post couples at one place for 5 years

punjabChandigarh, June 11
From now on, couples working for the state government would be stationed at one place for a minimum period of five years and unmarried women and widows would be posted at stations of their choice.
The SAD-BJP government through the transfer policy of 2015-16 is clearly trying to woo the women of the state. There is a government employee in every second household in the state.
From now on, the state government will post couples at one place for at least five years. Thereafter, their transfer would be considered as per the applicable government transfer policy. Even, if the spouse of a government employee is working in the private sector, the latter would be entitled for posting at the place of work of his or her partner.
Moreover, unmarried girls and widows will be posted at the stations of their convenience. “The women employees should not be transferred out of their districts in general transfers,” specified the state transfer policy. Officials, whose wards suffer from mental disability, should also be posted at the place of their choice.
The ‘transfer time’ has been limited to 30 days starting from June 1 to 30. The departments have been directed by the state government to make minimum transfers and postings of their employees except for the ones to be made on compassionate grounds necessitated by administrative compulsions.
The minimum period of stay at one place has been fixed at three years, while five years would be considered maximum in this respect. “Officials, particularly of group ‘A’ and ‘B’ categories, should not be allowed to stay in one district for more than seven years, while the ones handling with sensitive works like public dealings, personnel affairs and financial matters or clearances should not be allowed to retain their seats for a period of more than two years. The employees could be transferred before three years or a minimum period of stay in case it was required on the basis of fully defined administrative reasons or in case of punishment,” stated the transfer policy.
Officials posted in border areas, ‘bet’ and ‘kandi’ belts should not be transferred before a period of two years.
