Sukhbir Badal finalizes launch of e-stamping from next month

e stamping* Asks DCs to make this unique program a big success
* Presents demo of computerization of stamp duty system

Chandigarh, Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today finalized the initiation of unique e-stamping program besides directing all Divisional Commissioners and Deputy Commissioners to launch e-stamping by mid October.

In a high level meeting here flanked by Revenue Minister Mr. Bikram Singh Majithia, Deputy Chief Minister asked the senior officers of revenue department, divisional commissioners and DCs to ensure all land registrations and mutation of deeds should be done under e-stamping after mid of next month.

He asked DCs to get included all stakeholders including stamp vendors to involve and educate them about the computerization of stamp duty advanced system (C-SDAS) so that this unique program could be implemented in true spirit. He said that all deeds and land registrations above Rs. 50,000 would be made under e-stamping.

Informing the meeting that Punjab was signing an agreement with Stock Holding Corporation of India, a central record keeping agency, to implement and monitor the program properly, he said that the required training to the users as well as staff of sub registrar officers and other concerned officers would also be imparted. He asked DCs to ensure effective and speedy implementation of this program for the facilitation of people.

While presenting a presentation in this regard, the Deputy CM elaborated the benefits of e-stamping system he said that stamp certificate could be generated within minutes and tamper proof. Terming it cost savings and user friendly he added that e-stamp certificates would have a unique identification number and its authenticity could be checked any time any where. Besides, specific denomination is also not required. The e-stamping has an easy accessibility and faster processing having secure storage of certificates.

Punjab Revenue Minister Mr. Bikram Singh Majithia informed the meeting that the program should be launched well in time. He asked DCs of SAS Nagar, Jalandhar and Bathinda to make sure the necessary arrangements and requisite infrastructures for launching of e-stamping as these districts have been chosen under pilot project in first phase from next month. Adding further he said that after its success in three districts the program would be launched in other districts in the coming months.

It is mentioned here that to implement this system in the state the central record keeping agency (SHCIL) would be responsible for user registration, overall e-stamping application operations and maintenance. It will appoint authorised collection centers (ACC’s) that will issue certificates to the clients at their counters. The scheduled banks, post offices, stamp vendors, self help groups or societies could apply to facilitate clients as ACCs. The clients could pay stamp duty amount through various modes like cash, cheque, demand draft, pay order, RTGS, NEFT or account to account transfer.
