* Punjab Plans to upgrade the skill of 1`lakh youth next year
Chandigarh, The Punjab today braced up to upgrade the skills of 1 lakh youth in this financial year to make them employable in upcoming new age industry and has evolved a multilayered monitoring system to ensure its time bound implementation.
Disclosing this here today an official spokesman said that Punjab Government today notified the ‘Skill Development Mission’ will oversee and co-ordinate the implementation of various skill development schemes across all the departments.
The spokesperson said that a skill development fund has also been set up for creating infrastructure, capacity building and supporting various skill development initiatives. The expenses on registration, administration and management of the mission shall be met by the Punjab Board of Technical Education and Industrial Training. The department of technical education and industrial training will be the administrative authority for the mission.
According to the details divulged by the spokesperson the Governing Council would be the supreme body taking the decisions concerning implementation of skill development programs in state. The Chief Minister will be the Chairman of the council and various ministers, Chief Secretary, Principal Secretaries and Secretaries of various departments, Financial Commissioner Development, Representatives from industry and Skill development experts- both to be nominated by the govt.(for 3 years), MD and CEO of NSDC will be its members while Secretary, Technical Education and Industrial Training will be its member secretary.
The spokesperson further said that the next layer will be State Steering Committee which will lay down the policies for the mission under the guidance of Governing Council and shall take financial and administrative decisions concerning the mission. Its meetings will be held once in every 3 months. The Chief Secretary will be its Chairman. According to the spokesperson, next layer will be a State Program Management Unit whose head shall be mission director, State Skill Development Mission.
Then, there shall be a District Executive Committee for each District. The district level committee shall have Deputy Commissioner as the Chairman.
The spokesperson also informed that each district shall have a District Program Management Unit, which will be under the direct control of ADC (D) and general supervision of Deputy Commissioner.
