Chandigarh, September 1: The people of Punjab will soon be able to get deemed E-CLU approval of their land with the digitisation and web-based application of the Cadastral Maps of 23 notified Master Plans and 21 ongoing Master Plans.
A meeting of the Punjab Regional and Town Planning and Development Board, chaired by Chief Minister Captain Amarinder Singh, gave ex-post facto approval to the digitization, being conducted by Punjab Remote Sensing Centre (PRSC), Ludhiana.
The digitization of Cadastral Maps of notified Master Plans is likely to be completed by December 31, 2017, while that of ongoing Master Plans is expected to be completed by March 31 next year, an official spokesperson disclosed after the meeting, which was attended by Local Bodies Minister, Navjot Sidhu, and others. The Chief minister had directed the department for digitisation of the master plans in April this year.
The meeting was informed that a web/ mobile based application was also being designed by PRSC Ludhiana which was likely to be functional by September 30, said the spokesperson, adding that the digitization and web application would help the public to get deemed E-CLU (change of land use) approval of their land. Out of the total expenditure of Rs. 10.94 Crore sought by PRSC, Ludhiana, Rs 5.0 Cr as first installment has been paid, he added.
Of the 43 Notified Master Plans, 15 Master Plans were covered under the AMRUT Scheme, which are being updated by the PMIDC (Nodal agency for AMRUT Scheme), it was disclosed at the meeting.
Another important issue discussed in the meeting related to provision of EWS (Economically Weaker Sections) Group Housing in Industrial Zones of all the Master Plans of the state. Of 163 towns of state of Punjab, 43 Master Plans have been notified by the Department of HUD covering 71 towns and cities. As many as 21 Master Plans allow EWS housing in Industrial Zones, whereas in the rest 22 Master Plans this provision is not incorporated.
It was decided that in order to bring uniformity in all the Master Plans (Except Master Plan SAS Nagar and New Chandigarh), the provision of EWS housing in industrial zones may be incorporated in order to provide affordable housing to the poor. The minimum area of the site shall be 2.5 acres, unit size 30sqmts, G+3 storyed , construction as per PUDA Rules, the meeting decided.
The Zoning regulations of Master Plans (Except Master Plan SAS Nagar and New Chandigarh) will be amended to this extent, subject to public notice U/s 76 of the PRTD Act, 1995, for public suggestions/ objections.
Prominent amongst those present in the meeting included Media Advisor to CM Raveen Thukral, Chief Secretary Karan Avtar Singh, Principal Secretary to Chief Minister Tejveer Singh, Additional Chief Secretary Housing and Urban Development Vini Mahajan, Additional Chief Secretary Local Government Satish Chandra, Special Secretary Finance Rajat Aggarwal, Chief Administrator PUDA, GMADA and Director Town & Country Planning Ravi Bhagat. Both Deputy Commissioner Patiala Kumar Amit and Malwinder Singh as special invitees from Patiala Development Authority also attended the meeting.
