Chandigarh, The Punjab Transport Department has taken a decision to issue provisional registration certificates in place of temporary registration certificates keeping in view the orders of Hon’ble Supreme Court that the new vehicles being sold at dealer level would not be delivered without the affixing of high security registration plates.
Disclosing this here today Punjab Transport Minister S Ajit Singh Kohar said that directions have been given to all the District Transport Officer in the State in this regard. He said that while selling motor vehicles, the dealers of non-transport of motor vehicles will not issue temporary registration certificate to the applicant. The dealer will issue provisional registration certificate (specimen enclosed) regarding that regular number which is issued to the buyer of the vehicle through online system.
S Kohar said that temporary registration certificate will only be issued to the residents of other states who will purchase vehicles from within Punjab and during the sale of commercial/transport vehicles the concerned dealer will issue temporary registration certificate regarding that vehicle.
He further said that the provisional registration certificate will be valid for 30 days only and the fees of provisional registration certificate will be half the amount of regular registration certificate like temporary registration certificate. After the issuance of provisional registration certificate the details regarding provisional registration certificate will be sent through SMS mode to the M/s Agros impex regarding preparation of high security registration plate of that vehicle so that in stipulated time the HSRP of that vehicle be fixed.
Mr. Kohar said that if any motor vehicle owner desires the fancy registration number then he will get his fancy registration number allotted before purchasing the vehicle and he will present the authority letter of concerned DTO in order to get provisional registration certificate of fancy registration number issued. on the basis of that authority letter the concerned motor vehicles dealer will issue provisional registration certificate.
If any motor vehicle owner wants to affix his previous vehicles’ registration number on his new vehicle then that person will first take permission regarding this from the concerned DTO office and gave it to the motor vehicle dealer. Regarding the purchase of new vehicle the motor vehicle dealer will issue the provisional registration certificate of that registration number which is to be retained and whose permission had been granted by concerned DTO, add the Minister.
The Minister said that in the matter of retaining old registration number, the registration number will be fixed on old vehicle by the concerned DTO office from amongst the ongoing registration series. The high security registration plate affixed on the old vehicle will be surrendered and new .
