Driving Naari Programme launched in Chandigarh
* Allows health dept. to appoint diploma holder doctors on super specialty posts through walk-in-interview
* PSPCL authorizes to take steps for ensuring coal supply to thermal plants from Panem
* Gives nod to appoint ‘Branding and agency’
Chandigarh, Keeping in view the non-availability of requisite MD/MS degree holder specialist doctors, the Punjab Cabinet also gave permission to the Health & Family Welfare department to fill these posts of Radiologist, Anaesthesia, Gynaecologist, Psychiatry and Paediatrics from diploma holders’ doctors through walk-in-Interview.
A decision to this effect was taken by the council of ministers in its meeting held here under the chairmanship of Punjab Chief Minister Mr. Parkash Singh Badal at Punjab Bhawan this evening.
Disclosing this here today, a spokesperson of CMO said that this decision has been taken to overcome the prevailing scarcity of super speciality doctors on one hand and to provide the best health care facilities to the people on the other. This step would also enhance the efficiency in the delivery of health services in the government health Institutions across the state. It may be recalled at present 117 posts of super specialty doctors were vacant in Paediatrics, 25 in Gynaecology, 38 in Radiology, 57 in Anaesthesia and 29 in Psychiatry.
In a bid to implement the Food Safety and Standard Act of India (FSSA)-2006, the Cabinet approved the creation of 48 new posts besides giving sanction for up gradation of 25 existing posts in the category of State Drug Controlling Authority, Food Safety Officers, Public Analyst, Government Analyst (Drugs), Deputy Public Analyst (Food), Junior Analyst, Drugs Control Officer (Drugs Inspector) and Food Safety Officer etc. in the Health & Family Welfare Department. It was mandatory for the state government to implement Drugs and Cosmetic Act to provide good quality of medicine, blood, cosmetics to consumers and prevent unauthorized sale of harmful products. The state health department has already set up the commissionerate of Food and Drugs to ensure the implementation of the said Act.
In order to enhance efficiency and discipline, the Cabinet also gave approval to reduce the time limit for passing the departmental examination for IAS and PCS officers from two- and-a-half years to one-and-a-half years by amending sub rule (2) of rule 7 of the ‘Punjab Civil Services (General and Common Conditions of Service) Rules, 1994.
To overcome the shortage of staff and bring far more efficiency in the administration, the Cabinet has approved to withdraw all instructions regarding five years special leave to Punjab Government employees for the purpose of self-employment.
To ensure smooth functioning of the Punjab Subordinate Services Selection Board (PSSSB), the Cabinet gave ex-post facto approval to grant extension by five years to its Chairman Mr. Santa Singh Umaidpur and members namely Mr. Gurmeet Singh Daduwal, Mr. Jivan Dhawan and Mr. Darshan Lal Jethumajra.
Under the Punjab Private Universities Policy-2010, the Cabinet also approved the setting up of two self-financed universities viz. Surya World University at Bapror in Patiala district and Akal University, Talwandi Sabo in Bathinda district to impart quality higher education.
The Punjab Cabinet granted approval to the Information & Public Relations Department for appointing ‘Branding and PR Agency’ to prepare and execute an effective Brand Building for the Punjab Government.
The Cabinet also gave approval to amend The Punjab State Board of Technical and Industrial Training Act, 1992 through ordinance for omission of upper age limit of 62 years for the Chairman of Punjab State Technical Education and Industrial Board to attract far more experienced and competent candidates on the said post.
The Cabinet also accorded approval to the Punjab State Power Corporation Ltd. (PSPCL) to take necessary steps to ensure coal supply from Panem to the thermal plants in the best interests of the state and its consumers.
