New Delhi, The NIA has sought the permission of the Ministry of Home Affairs (MHA) to file a case against al-Qaeda terror outfit and Sunni terror group IS under the Unlawful Activities Prevention Act (UAPA) and the United Nations Convention on terrorism.
According to top officials, the move will allow the government to counter terror propaganda by IS and newly launched al-Qaeda affiliate forIndian Subcontinent and action could be taken against their sympathisers and recruiters.
At least 20 Indian youths indoctrinated by IS is learnt to be fighting in Syria and Iraq, which have sent alarm bells ringing in security establishment.
Earlier, several youth in J&K influenced by ISIS chief Abu Bakr Al-Baghdadi were seen clad in T-shirts emblazoned with theISIS logo and waving ISIS flags. It was found that the youths were motivated through Jihadi materials available online.
A note prepared by the Central intelligence agencies suggested that there is also a threat from other Jihadi groups based in Pakistan and Afghanistan. It said that Pakistani Taliban and associate groups are also shifting focus towards Kashmir and their terror activities are likely to be intensified after America troop’s withdrawal in 2014.
The note reviewed by the Express reveals that terrorist groups in Afghanistan and Pakistan tribal areas are strengthening linkages with Kashmir centric groups like Lashkar-e-Taiyaba, Jaish-e-Mohammed and Harkat-Ul-Jihadi Islami (HuJI).
“There is a strong likelihood of Pakistan Taliban and affiliates shifting focus towards Kashmir, the effects of which is already visible,” Note stated. It said though al- Qaeda has been led by Arab fighters, its recruits include terrorists from Kashmir- centric terrorist outfits operating in Pakistan.
The note also suggested that Lashkar cadre are being moved into the provinces of Kunar and Nuristan in Afghanistan in view of the US troop’s withdrawal from Afghanistan.
Indian Security and Intelligence establishments have also expressed concerns over the growing presence of Taliban and its associates in Pakistan-occupied Kashmir. Note suggested that Al-Badar terror outfit control station “D9” in Pakistan occupied Kashmir has been transmitting Pushto conversation since last year.
Meanwhile, the NIA on Monday filed a supplementary chargesheet against 20 alleged operatives of outlawed Indian Mujahideen (IM) terror outfit, including Haidar Ali alias “Black beauty” and Tehseen Akhtar aka Mou, for waging war against the country through terrorist activities.
The agency cited prosecutable evidence, including emails extracts of DNA, record of financial transactions, besides statements of witnesses.
