Chandigarh, May 3: The Punjab Congress President Mr Partap Singh Bajwa has written to the President Mr Pranab Mukherjee seeking dismissal of the Parkash Singh Badal government for converting this once the most prosperous region into mafia state.
“This is to bring to your urgent notice the rapidly deteriorating law and order situation in the State of Punjab. I am constrained to draw your attention to illegal and strong-arm tactics that have been consistently deployed by the Badal family to promote and further their business interests at the cost of the general public in the State of Punjab. The Badal family has reduced the once prosperous State of Punjab into their own personal fiefdom resulting in the complete breakdown of law and order in the State. The Badal family today has virtually monopolized all forms of economic activity in the State ranging from Transport, Cable TV, Sand mining, Real Estate, Liquor, Hospitality, Renewable energy, Government contracts, tenders, etc and in order to safeguard their interests in these sectors, they have reduced the Punjab Police into their private militia”, he added.
He specifically referred to the molestation and murder of a 14 year old young girl Arshdeep in Moga who was thrown out of speeding Orbit bus owned by the Deputy Chief Minister Mr Sukhbir Singh Badal and his immediately family members. Despite the law clearly prohibiting tinted glasses and curtains aboard public transport vehicles, this particular bus owned had complete impunity with all these violations and transgressions. He cited Supreme Court directions of 2012 prohibiting tinted glasses and curtains on public transport vehicles. However given the Badal nexus to these buses, it was impossible for the law enforcement agencies in Punjab to act against their illegalities.
He said Mr Sukhbir Badal should have been booked for culpability in the killing of Arshdeep under Section 304A IPC for criminal negligence. The examples were the Uphaar cinema fire, Uber Radio Taxi case.
He stated this was not the first such instance where the crime in the state that had Badal connection. It was well known that the Revenue Minister Mr Bikramjit Singh Majithia, brother-in-law of Mr Sukhbir Singh Badal, was earlier summoned by the Enforcement Directorate in connection with his alleged involvement in the multi-thousand crore synthetic drug racket. The state police tried to intimidate and harass the Enforcement Directorate officials connected with the investigation of the drug racket case. In fact the counsel for the Enforcement Directorate was constrained to make a submission of this harassment and intimidation by the Punjab Police to the Punjab and Haryana High Court.
He argued that given the present facts and circumstances where the Punjab Police instead of upholding the rule of law and discharging its constitutional obligations, was functioning to protect and shield Mr Sukhbir Singh Badal and his family members from the process of law, who ironically was also the Home Minister, clearly demonstrated complete breakdown of constitutional machinery.
He said the only way out was the dismissal of the state government under Article 356 and imposition of President’s rule.
