Driving Naari Programme launched in Chandigarh
* Villages and wards would soon have Unified Citizen Service Delivery Centers
* 1750 rural and 424 urban cyber services centers to provide more than 225 services
* Under “minimum government maximum governance” people to be online not in line
Chandigarh, Punjab’s urban wards and villages are all set to get Unified Citizen Service Delivery Centers(UCSDCs) facilitating all public services accessible to common man under one roof in their respective localities. This initiative of Punjab state have placed it on the top in the country in provisioning of much required citizen centric services efficiently in a time bound manner across the state besides making the difference in the lives of rural populace.
Disclosing this here today an official spokesman said this brainchild of Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal for facilitating common masses with “not in line but online” would prove another milestone in the area ofgovernance reforms accomplishing the mission of “Minimum Government Maximum Governance”. He said that as many as1750 rural and 424 urban cyber services centers would facilitate more than 225 citizen services relating to various public departments within a short span of time. He said that Punjab e-governance society would oversee the responsibility of establishment and operationalization of these centers.
He added that Deputy CM has directed that no individual department would establish any front-end service delivery center in future since all the relating services be rendered through UCSDCs. “All departments have been directed tomaintain backend computerization including data digitization at their own. However, till the time backend computerization and digitalization is under process, citizen services should be provided manually in existing manner as is being currently done at Suwidha centers i.e. service requests shall be received and delivered at the UCSDCs only but backend processing would be done manually by the concerned departments”, he added.
He said that Deputy Commissioners in all districts would be the nodal officers to steer the project in their respective jurisdictions besides coordinating local authorities including local bodies, rural development and panchayats, other government departments and agencies. He said that designs of these facilitation centers have been finalized along decent ambience, amenities vis-à-vis responsive manpower.
He informed that each cyber center would have information/help desk, display boards highlighting title of services, waiting room, cafeteria and efficient staff to assist rural as well as urban population. He said Mr. Badal has already given directions to Chief Secretary Mr. Sarvesh Kaushal to make these centers operational by mid of coming year so that rural population could get hassle free needful services in minutes.
He further said that Unified Citizen Service Delivery Centers were being established under the e-Governance project would facilitate better delivery of government services to citizens, improved interactions with business and industry, citizen empowerment through access to information and more efficient government management. It would simplify internal operations and improve performance of departments while helping all sections of society to avail government services hassle free, at lower cost by saving time with maximum ease of use. Adding he said that strategic e-Governance would support and simplify governance for government, citizens and businesses.
