Chandigarh, The Haryana Assembly on Monday passed a resolution against the Punjab SYL Bill that seeks to return land acquired for SYL canal to the original landowners.
State Irrigation Minister OP Dhankar moved a resolution against the Punjab Satluj-Yamuna Link Canal Land (Transfer of Property Rights) Bill, 2016, on the opening day of the Budget session.
Governor Kaptan Singh Solanki, in his address, said the government is committed to obtain its legitimate share of Ravi-Beas waters and the completion of the Satluj-Yamuna Link canal. “It has made concerted efforts for early hearing of the Presidential reference on the SYL issue.”
He said, “The Hansi-Butana Canal, which was constructed to carry Haryana’s own share of Ravi-Beas waters from Bhakra Command to Western Yamuna Canal and Lift Command has not been operationalised due to the stay order granted by the apex court.”
The Governor said the cross examination of witnesses in the matter was completed on February 2, 2016 and the arguments are likely to start shortly.
Earlier, the session started on an acrimonious note with opposition Congress members tearing down the copies of the Governor’s Address and INLD legislators staging a walkout.
Parliamentary Affairs Minister Ram Bilas Sharma moved a resolution to suspend Congress members for disrupting the House. Chief Minister Manohar Lal Khattar seconded the resolution. While all 14 Congress MLAs who were present in the House were suspended, INLD members got away with condemnation.
On the recent Jat agitation, Solanki said, “An attempt was made at casting asunder the social cohesion and sense of brotherhood among the people of the state. These attempts were thwarted by swift and resolute action by the government and peace and order were restored in all parts of the state in a short time.”
“The government is fully aware of the losses suffered by many during the recent unrest. While no amount of monetary compensation can undo the complete loss caused, prompt disbursement of assistance surely provides immediate succour. All the compensation claims received from Jind, Rohtak, Jhajjar. Hisar, Kalthal, Panipat, Sonepat and Bhiwani districts have been given immediate attention at their doorsteps,” he said.
