Chandigarh, S. Sukhjinder Singh Randhawa and S. Charanjit Singh Channi, Congress MLAs, called upon the Speaker, Punjab Vidhan Sabha, to express their concern over the unbecoming behaviour of Smt. Pooja Sayal Grewal, PCS, Fatehgarh Sahib, towards Shri Kuljit Singh Nagra, MLA. They also told the Speaker that the officer has overstepped her perview by going to the press against MLA. She has breached the privileges of the elected representatives of the people and that too in the presence of general public. She has also breached the protocol and conduct rules of service. Her arrogant and rude behavior towards a sitting MLA is highly condemnable. They stressed upon the Speaker for an enquiry into this unfortunate incident and refer the matter to the Committee on Privileges of the Punjab Vidhan Sabha.
They further urged upon Speaker to ensure the respect and maintenance of dignity of Legislators at the hands of bureaucracy while they deal with them. Presently, the officers hardly listen and care about the legislators. They do not give proper respect to the legislators, which they deserve, when they contact them for redressal of public grievances. In the protocol MLAs enjoy the status above that of Chief Secretary to the Government of Punjab, which should infailingly be observed by the bureaucrats. An Office Memorandum No. 11013/4/2011-Estt. (A) dated 01.12.2011 issued by Ministry of Personnel, Public Grievances and Pensions, Government of India, in this connection, should be strictly followed.
The Speaker, Punjab Vidhan Sabha, assured the MLAs appropriate action in the matter and to ensure the respect and dignity of the Legislators.
