SUKHBIR CONSTITUTES HIGH POWERED COMMITTEE TO SIMPLIFY LAND DIVISION PROCEDURE

Sukhbir-Singh-Badal-1* Asks DGP to review list of NRI POs and submit report by Monday

Chandigarh, May 20: Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today constituted a high powered committee to recommend appropriate set of recommendations for simplification of land division procedure among the litigants in the State. Besides, DGP has been asked to submit review list of NRI Proclaimed Offenders (POs) and early resolve of revenue cases pertaining to Punjabi Diaspora.

Chairing a high level meeting to review the status of cases of NRIs, Mr. Badal asked NRI Affairs Minister Jathedar Tota Singh to head a high power committee in this regard so that adequate steps could be initiated for the facilitation of NRIs. He said the minister concerned along with the committee members Financial Commissioner Revenue Karn Avtar Singh, Chairman NRI Commission Justice (Retd.) and Special Principal Secretary to Deputy CM Manvesh Sidhu should chalk out a comprehensive plan and submit their detailed report to his office within stipulated time frame.

He said the sole purpose of formation of this committee was to lessen the burden of litigation in revenue courts by simplification of land partition procedure and to provide relief to the public especially to NRIs by ensuring early resolution of their cases. He also issued directives to the Divisional Commissioners, District Collectors and revenue officers to put the cases pertaining to NRIs on fast track.

Reviewing the status of POs residing in various foreign countries, Mr. Badal asked DGP Punjab to review and re-examine the list and do the needful at the earliest. He also asked to submit report in this regard in his office by Monday. NRI Affairs Minister informed the meeting that Punjab has 15 NRI police stations and 530 NRIs had been declared as POs.

Emphasising the need to simplify the process of partition/division and other land related revenue cases of NRIs, Mr. Badal asked Revenue Minister and Chief Secretary to issue requisite directions to Divisional Commissioners, Deputy Commissioners, Sub Divisional Magistrates and Tehsildars concerned in this regard. He said all revenue officers should ensure that no hassle should be faced by NRIs during the court proceedings.

He also asked that there should be a date bound serving of notices and summons in revenue cases. He said that if the authorities were unable to intimate about notices and summons then alternative mode of intimation could be introduced.

Prominent amongst others present in the meeting included NRI Affairs Minister Jathedar Tota Singh, Revenue Minister Mr. Bikram Singh Majithia, Chief Secretary Mr. Sarvesh Kaushal, Home Secretary Mr. Jagpal Singh Sandhu, Financial Commissioner Revenue Mr. Karan Avtar Singh, DGP Punjab Sumedh Singh Saini, Mrs Gurprit Deo IG (NRI affairs), Commissioner NRI Affaires Mr. B. Purushartha, Principal Secretary to Deputy CM Mr. PS Aujla, Mr. Manvesh Singh Sidhu, Mr Rahul Tiwari and Ajay Mahajan (all Special Principal Secretaries).
