Teacher transfer policy slipping out of agenda?

Chief Minister Captain Amarinder Singh will have to take a final call on pushing ahead his ambitious Online Teacher Transfer Policy, which is being delayed in the name of official rigmarole on one pretext or the other. The biggest challenge to his initiative will be standing up to pressure from fellow Congress leaders who don’t want to let go the power to please their electoral audience.

The first draft that came in March 2018 was accepted by the state Cabinet. Planned from 2018-2019, it was, however, put off following teachers’ agitation against the particular clause of mandatory transfer after every seven years. The Cabinet passed the revised policy in January this year. However, the policy was not notified. Its implementation also got delayed due to the Lok Sabha elections. After the elections, Education Minister OP Soni put up an official note saying transfers would not implemented in this session because schools were engaged in hectic academic activity. After taking charge earlier this month, new Education Minister Vijay Inder Singla promised that “our government will bring a transparent transfer policy”. A senior official, engaged in drafting the policy, said “the current government has completed two years. In case the policy is not cleared immediately, it is unlikely to see light of the day during the current regime. Many Congress leaders will be opposing the policy as time draws closer to the next state elections”.
