Chandigarh October 22 – The Shiromani Akali Dal president last evening set up the party’s Manfiesto Committee for “Punjab-2017” Vidhan Sabha poll, with the party’s Secretary General S. Sukhdev Singh Dhindsa as Chairperson and Education Minister, Dr Daljit SIngh Cheema as member Secretary. Old war horse and trusted Badal loyalist, Harcharan Singh Bains , will be the convener of the 10 Member Manifesto Committee Mr Dhindsa, it may be recalled , has been the Chairperson of the party’s manifesto Committee since 1997 and the vision and policy statements prepared by him has formed the foundation on which SAD President Sardar Sukhbir Singh Badal has been functioning as both the field-marshall and master poll strategist .

Making the announcement on behalf of the party president, Mr Harcharan Singh Bains said that unlike with the other political parties , the SAD manifesto is always almost a historic event in itself. “Each SAD manifesto release is an event which the people of Punjab look forward to like they do to a festival like Diwali, Christmas, Id or Baisakhi. This is because our Chief Minister Sardar Parkash SIngh Badal firmly believes that like in shrines, in government to the treasury belongs to the people and is meant for them.

Apart from Mr Dhindsa, Dr Cheema and Mr Bains, the other member of the Committee are S> Ranjit Singh Brahampura, Jathedar Tota Singh, S Balwinder Singh Bhunder, Bibi Jagir Kaur, Prof Prem SIngh Chandumajra, S. Mahesh Inder Singh grewal, S Gulzar Singh Ranike, Sh Naresh Gujral, S Sewa Singh Sekhwan and S Hira Singh Gabhria, Mr Bains said that the the CM and the Deputy CM firmly believe that a treasury never runs dry by showering it on people, no matter how much you do it for their welfare. We have been doing for the past 20 years , with a break in 2002-05, and we have also been carrying on with unprecedented development works in the state, apart from making our employees the highest paid officials in the country.”

For these 20 years, the opposition has been breast-beating about fiscal emergency while the government has gone merrily along giving the best welfare schemes and world class development projects to the state. Not just that, during this period, through fiscal prudence, we even brought the Debt to GSDP ration down from 43% during Congress rule to just 30% during 2015-16. This is called the miracle of good intentions in the land of the Gurus.”

Mr Bains said that people look up to SAD-BJP governments with realistic hope and aspirations as they know that SAD alone is the party which shows the large heartedness to promise measures which other parties do not even have the courage to think about. Plus, the SAD shows the honesty and commitment to fulfill these promises. ”

Mr Bains referred to Free power to farmers and shagun scheme for the poor and dalit families in 1997, the atta daal scheme in 2007, And (in 2012) free bicycles for school girls, Cancer relief fund with Rs 1.50 lakh free treatment, 5 lakh accident insurance policy for most Punjabis , free primary health care to accident victims, Meritorious Schools for the Poor for free quality education and International Airport at Mohali in 2012, plus a spate of governance reforms to make people’s lives hassle free and free from governmental interference in as many cases as possible. He said that the 2002 manifesto could not be implemented as Captain Amaridner Singh had managed to sneak through with the thinnest possible margins. On assuming office, he withdrew free power from the farmers and Shagun and pension schemes form the poor sections, before a mass movement by the SAD-BJP force him to re-introduce these.

Mr Bains dared Captain Amaridner Singh to name even one such policy or programme started by the Congress . He also asked Mr Arvind Kejriwal to tell the people of Punjab if he has introduced in Delhi any of the pro-poor and pro-people policies now in force in Punjab.

Mr Bains said that the people of the state would vote for continuity of such people-friendly and pro-poor approach. People do not want anyone to come here and stop these policies on the lame excuse of financial constraints , as Amaridner Singh had done as CM in 2002.

Mr Bains said that the manifesto committee will prepare a draft after deep and detailed interaction with a wide spectrum of Punjabis from different walks of life. He said that the Committee will hit the ground running, with members already inviting suggestions and advice from Punjabis for the preparation of a vision document for taking the state and its people into the next orbit of development, growth and prosperity. Mr Bains said that the Committee members were given a brief individually and collectively by the Chief Minister and SAD patron in chief Sardar Parkash SIngh Badal as well as by the party president, Mr Sukhbir Singh Badal after the Core Committee meeting last evening .
